CADL Non-Resident Fees
NON-RESIDENT FEES
Starting January 1, 2008, the Capital Area District Library will begin charging a yearly library card fee for patrons who are not residents of CADL’s service area.
- The yearly non-resident fee for an individual card (adult or youth) will be $50.
- Alternatively, a $75 yearly fee will provide a Parent/Child membership with cards for one adult plus any children under 18 for whom that adult is the signing parent/guardian.
- Library cards for residents of CADL’s service area will continue to be free.
- A non-resident who owns property or a business in CADL’s service area will be able to get a library card at no charge. You should bring a current property tax statement with your name on it to the library, along with photo identification.
- Youth One Book cards will continue to be available to all children free of charge, whether resident or non-resident.
Why is CADL implementing a non-resident fee?
Since CADL was formed in 1998, we have seen tremendous growth in circulation and computer usage. Approximately 18% of CADL’s current cardholders are not CADL residents. The non-resident fee will allow CADL to manage growth as well as improve the equity between taxpayers and non-taxpayers. Non-residents will be charged approximately the same amount as an average property owner. Charging a non-resident fee is standard practice among libraries in Michigan.
How will non-resident patrons be notified about this change?
The service area includes most of Ingham County except for the City of East Lansing. Please see the list below of municipalities inside and outside the service area. Your mailing address may not be the municipality where you live. For example, people with an East Lansing mailing address may live in the City of East Lansing or Meridian Township.
Will the non-resident fee make money for CADL?
CADL is not expecting to generate much revenue from non-resident fees. Other libraries have found that non-residents generally choose to use their own local libraries instead of paying the fee.
What services will be provided?
Non-residents who pay for a library card will have access to the same materials and services available to CADL residents, except for a few online databases that are limited by the vendors to use by residents only. Library cards are required to borrow materials or register for a computer. Everyone is welcome to visit the libraries, use materials in the libraries, and attend programs or other events.
